DC Universe Online biography

Garth Ranzz of 30th Century Amarta is one of several other-dimensional heroes that were captured by Brainiac during the villain's numerous trips through time and the Multiverse. Brainiac had traveled the Multiverse in search of unique heroes and villains from many worlds including alternate Earths to use as an army. Lightning Boy was being used as a template for many of the new exobyte-enhanced humans until he was able to escape from a Brainiac ship with help from this Earth's Oracle and Superman. Upon escaping captivity, he sought out his 20th Century Earth friend Superboy, only to discover that he was on an alternate Earth and timeline from the one he had known. Superman offered Lightning Boy his aid and sponsored him as an honorary Justice League member seeking out his help in a series of adventures. Adjusting to his new life in this new time and this new Earth, Garth has joined a new team of heroes known as Young Unity which features several of the exobyte-enhanced and other trans-dimensional heroes that Brainiac had kidnapped.

Lightning Boy's current whereabouts are in Central City stopping the Reapers from destroying the timeline, but often aids his teammates and other heroes in Metropolis and Gotham City.

ADVENTURE COMICS (Vol. 1) #247 (April 1958)

Lightning Boy appears in "The Legion of Super-Heroes," the first story written by Otto Binder, drawn by Al Plastino, and edited by Mort Weisinger. In this story, Superboy meets three super-youths [Cosmic Boy, Lightning Boy, and Saturn Girl] from the 30th century, who invite him to the future to join their "Super Hero Club."
He uses a rocket-pack to fly.
Lightning Boy is the third to compete with Superboy in a contest to see whom can warn the NOVA EXPRESS about a leaking fuel tank first. Lightning Boy wins the competition and reveals a little about himself, "My hands are like positive and negative poles of a battery! Each time I clap them together, a super-lightning flash leaps forth!" After Superboy is rejected from membership, the true contest is revealed about how well Superboy will accept defeat. Superboy is admitted into the club and Lightning Boy reveals that he used his super-flash to distract Superboy by letting an invisible-eagle escape the Interplanetary zoo.
